I think this one is totally open, I started on 9. I figured it would be a little overboard at first to have a separate entry for each Level start. As you probably know, starting on 9 is the most advantageous for having more points by level 10 (100 lines), so other than making it easier in the early levels there is no point in starting lower than 9 as long as you can keep up at that speed.
